Community Development Block Grant
Castle Rock meets necessary requirements to be entitled to an allocation of Community Development Block Grant funding provided through the U.S. Department of Housing and Urban Development. The CDBG entitlement program provides annual grants on a formula basis to states, cities and counties to develop viable urban communities.
In August 2020, Town Council accepted Castle Rock's entitlement status for the federal fiscal year 2021. Funding from this program will be used to benefit low and moderate income persons in Castle Rock.
Town of Castle Rock entitlement status
Based on staff recommendation, Town Council accepted entitlement status apart from Douglas County for the 2021 program year. Douglas County serves as a resource to the Town, and staff will continue to pursue learning opportunities and professional support.

On Jan. 19, 2021, Council heard an update about program development and public outreach in the coming months.
The grant allocation period follows the federal fiscal year, making CDBG funds available starting Oct. 1, 2021. Castle Rock's allocation is $227,578.
- Benefit low and moderate income persons in the community
- Prevent or eliminate slums or blight
- Address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available
CDBG grantees must develop and follow the 2021-2025 Consolidated Plan, a detailed plan designed to help the Town assess its affordable housing and community development needs and make data-driven, place-based investment decisions for the CDBG. The plan provides for, and encourages, public participation and emphasizes participation by persons who will benefit from the stated purpose of the program in areas in which the grantee proposes to use CDBG funds.
The Town recently partnered with Douglas County to seek input from Castle Rock residents. Submissions provided as part of that process will guide the Town's CDBG program development.
Later this year, the Consolidated Plan will go to Town Council for public hearing and approval, with 30 days for public review and comment. The public will have opportunities to give input at annual meetings and hearings. The Town is hosting two virtual meetings in April to gather input from the community:
