Due to concerns over the Corona virus, and out of an abundance of caution, The Learning Center Neighborhood Meeting scheduled for Tuesday, March 17 has been canceled. The meeting will be rescheduled at a date to be determined and written notices will be re-sent to all property owners within 500 feet of the subject property.

A neighborhood meeting will be held Tuesday, March 17, 2020 at 6:30 P.M. at the Taft House – Dockett Room, located at 3570 Celestial Avenue, Castle Rock, CO 80109. Representatives of Aspirant Development (Applicant) and Castle Rock Development Company (The Meadows Developer) will present information about a proposed site development plan for daycare and early learning center at Meadows Boulevard and Painthorse Drive, south of the Church of Jesus Christ of Latter Day Saints. The purpose of this meeting is to provide an opportunity for the surrounding neighbors to understand the proposal, to ask questions or express concerns prior to the applicant’s formal submittal to the Town of Castle Rock.

The property is approximately 3 acres and is currently vacant and zoned for commercial, office, or industrial uses. The applicant proposes to subdivide the parcel into two lots. The proposed daycare center for early learning is planned for one lot, a future office building is proposed for the second lot. Both uses are permitted under the Meadows Planned Development zoning. Phase 1 includes a 10,000 square foot daycare center in a single-story building, with a 5,000 +/- square foot outdoor play area to the west of the building enclosed with a 6-foot privacy fence. The site will have two access points onto Meadows Boulevard; one from the existing access drive shared with the church property and the second from the future, Phase 2 office site. The daycare facility is proposed to operate 12 hours per weekday from 6:30 a.m. to 6:30 p.m. The facility will not typically be open on the weekends except for special events.

Development of this property is subject to the Town’s Residential / Non-Residential Interface Regulations, the details of which are found in the Town of Castle Rock Municipal Code, Chapter 17.50 (https://library.municode.com/co/castle_rock/codes/municipal_code?nodeId=TIT17ZO_CH17.50RENOINRE). Residential / Non-Residential Interface site development plans require public hearings before the Planning Commission and Town Council. The Planning Commission is a recommending body and Town Council has the authority to approve, approve with conditions, or deny the proposal. Staff from the Town’s Development Services – Planning Division will attend the neighborhood meeting to answer any questions about the review and public hearing process.
