Council approves changes to animal code, effective June 1

Following two open houses, written public feedback and three Town Council public hearings, Council officially approved staff’s recommended changes to Town Code related to animals Tuesday night.

Town Council voted 5-0 in favor of the proposed changes, which will go into effect June 1.  

Overall, change include:
•Replacing the Town’s breed-specific ban with a two-tiered behavior-based system
•Allowing up to eight chickens and prohibiting roosters
•Updating the noisy dog provision to include written warnings and enhanced evidentiary requirements for barking dogs
•Updating the number of dogs and cats to define no more than three dogs and no more than five cats
•Including a requirement that all dogs be licensed and enhancing the licensing application process

As a home rule municipality, the Town of Castle Rock has its own set of laws and codes. It's prudent for a local government to take a look at its laws from time to time to ensure they are up to par with current legal best practices and local culture. That's why Town staff started this review in 2017.

The Town hosted two open houses and received hundreds of comments. In addition, Council held three public hearings on the proposed ordinance changes.
