Town Council Update: June 19

Charter amendments to clean up language related to electing an at-large Mayor will move forward following a discussion at Tuesday’s Town Council meeting. Council will formally consider the first reading of the proposed ballot language to amend the Charter at its July 17 meeting.

Last night, Council also received the Election Commission’s determination on redistricting. The Commission worked to redistrict from seven to six Council districts after voters approved doing so last November. View the new Council districts at CRgov.com/electiondistricts.

Additionally, Council heard a presentation regarding the 2017 Comprehensive Annual Financial Report, which includes an independent third-party audit of the Town’s finances. Watch the presentation.

Here’s a look at a few other items Council discussed Tuesday:

Council approves Site Development Plan for Calvary Chapel Castle Rock
The Site Development Plan for Calvary Chapel Castle Rock will move forward as presented after Town Council unanimously approved the plan Tuesday.

Calvary Church plans to construct a nearly 23,000-square-foot church on a 5.4-acre site at the corner of Fifth Street and Woodlands Boulevard. Because the church will be located adjacent to an existing residential neighborhood, the Site Development Plan outlines landscape and site buffer details to minimize the impacts the facility will have on the surrounding neighborhood.

Several meetings between the neighbors and the Church design team occurred before the Council meeting last night. Additionally, Town staff worked with the church to incorporate Town Code requirements, and several other elements, into the design. Town Code changes regarding signature requirements for Mayoral candidates finalized
Castle Rock voters on May 15 finalized the necessary details to elect their Mayor at-large this November. In preparation for that election, Town Council approved an ordinance Tuesday (4-2, Councilmen Loban and Townsend opposed) to finalize the details regarding the signature requirements for the nomination of Mayor and members of Town Council.

The ordinance dictates that a Mayoral petition must contain signatures from at least 10 registered electors in each of the Town’s six new Council districts. A Councilmember petition must contain signatures from at least 25 registered electors in the district they’d represent. Additionally, both Mayoral and Councilmember petitions need to be personally circulated by the prospective candidate.

Finally, the ordinance identifies that a registered voter is only allowed to sign one Councilmember petition and one Mayoral petition.

Council continues possible Town Code changes regarding group homes
In Castle Rock, making sure everyone has a great place to live is a priority. So, Town Council will consider changes to Town Code regarding group homes within residential neighborhoods. While the item was scheduled to be on the agenda Tuesday, due to time constraints, the proposed ordinance was continued to the July 17 meeting.

Coming up
Because of the July 4 holiday, the July 3 Town Council meeting has been canceled. The next Town Council meeting is scheduled for Tuesday, July 17.
